I'm going to create a poll to vote on too but i'd really like to implement this idea for IFA's (July 2nd signings, not Cuban/Japanese MLB ready players) This is how the pool would break down if this were to pass. I'd say that if this passes it might be easiest for each team to post their IFA pool amounts on their team page and then this thread would be used for tracking it as a backup to the team pages, as trades happen. I will take full responsibility for this page/tracking so as not to put anymore burden on somebody else. This cap would only be allowed to be traded in 100K increments and the bidding would be in 100K increments. The rules committee has propses to the league admin (Royals, Cardinals, and DBacks) that this be implemented immediatly making the IFA cap a part of the team roster page and a valuable trading commodity.

I approve on the basis this is an annual spending limit based on calendar year. Are you proposing to carry over what you don't spend this year to be used next year ?

That was a question i hadn't thought of until it was brought up before. My inclination is to say it's for July 2nd - July 1st and then it resets, but whatever you guys think is best. Also totally up to you guys if we implement it this year or next.

If there's a carry over as was mentioned. A list should note what each team's final balance is once the full year is up in the designated thread as a record to be kept for future acknowledgements.
Each manager in the league should also make it distinguished on their team page and separated by year. (eg. 2014 IFA $10m, 2013 IFA remaining balance 2.1m)

I certainly don't recommend carrying over the full amount. That would be ridiculous. I'd suggest a percentage carried over if we're going to do this

Then can you trade carried over IFA money? How many years can you carry it over. (etc etc)

As Yanks said, it would get messy.

July 2 to July 1 just looks crazy, calendar year surely is easier.
Carrying over a percentage is also crazy to me. I don't see the problem in carrying over unused spending. Based on the above, I'm only going to have $3.6M which means that there is zero chance I will get a top 15 kid. Anything >15 and I'm not sure I really want to clog up a roster spot for 5 years until the kid becomes relevant. I don't see the problem with me keeping this year's $3.6M and adding it to my $3M from next year and being able to buy myself a good kid worthy of a roster spot.
I agree that teams should carry their remaining allowance on their page but also suggest an admin (happy to volunteer) run a record of who has spent what and who has what available. Keep the list on here so it's visible for everyone for transparency purposes.
