Are the salaries based on average over the length of the contract or on each season's actual contract and when do the 2014 salaries enter the equation.
For Example, Jonathan Broxton signed a 3 year, $21M deal that pays at 2013-$4M, 2014-$7M, 2015-$9M and for some reason $1M in 2016. When I got the team, Broxton is shown on my roster at $7M.

It's for whatever year were in which is why it's 7 million for this year

So you pay actual amount of the salary the player makes in each individual year. So you pay 7 million for Broxton in 2014, 9 million in 2015 and 2016 only 1 million.
You round down to the nearest million always so if Broxton made 7.99 million you would round down to 7 million.

You are supposed to update salaries now ideally. At some point this month there will be an "audit" to make sure everyone has the correct amounts for all the players and you have to get under cap by opening day. So it is in your best interest to take care of it earlier rather than later.

Cots updates during the year so if a player signs a new contract it will update within a couple of days. The salary you pay the player won't change during a season.
