I think if you drop a player who has a contract of 1 million or under you should be allowed to bid on that player at a later date

What's the difference between this and picking up a prospect that you already dropped. It's not like your getting him for a cheaper salary.

I know I'm not rules committee, but my suggestion would be you can bid on a guy you dropped after say 2 weeks or a month.

BTW, this was recently discussed and I think the outcome was 1 million or less you can bid on the guy again because you aren't getting them any cheaper. 2 million or more, no dice.
