So, in relation to Rookies, the Condensed Rules says,
As I understand it, we are allowed up to 61 minor league players, plus whatever rookies we drafted last year. Does this mean that, during the All Star break, we must drop enough players from the MiLB roster to accommodate however may of last year's rookies we want to keep and then call the rookies "up" to the MiLB roster?

It means you must have an empty rookie roster and no more than 60 prospects on your MILB farm.

After the All-Star break, I'll check to make sure all the players on your rookie roster have been incorporated into your 60 man MiLB or MLB roster. If there are any players remaining on your rookie roster, I'll send you a PM telling you that you have 3 days to clear them off of it or myself or one of the other LMs will make drops as necessary which you may or may not agree with.
Long story short, you need to have an empty rookie roster and no more than 60 MiLBers by the end of the All-Star break.

So do we have a separate IFA rookie roster and when do those guys have to be cleared off the rookie roster?

You have a separate 10 man IFA roster. They have to be cleared off once they're promoted to Hi-A or higher.

Honestly they shouldn't be eligible for the IFA roster if they're in Low-A or Short-season Low-A....

We, as in not just me (like it is for you), all know that you're as irrational and delusional as Cigar was, and were only appointed as the head of the 1-man rules committee because it was the perfect position for someone like you to think that they have some sort of authority when in reality everything runs through the triumvirate of the league.

Next rules question.
It has now happened twice this season that I actually noticed. A player gets Designated for Assignment and released. It happened with AJ Pierzinski and it appears now to be happening with Sergio Santos.
I believe Pierzinski is now a Free Agent and has yet to sign with another team. I understand according to Wiki, that the Red Sox will continue to pay his entire salary, less whatever another team pays him.
I anticipate that this is what will happen with Santos as well, although time will tell.
Is the team that owns a player here obliged to keep him on the MLB roster at the original salary level? What if he gets assigned to the minors? Needless to say, it makes a deal to me since I don't really like "paying" Santos $8M if he's not in the Majors. I didn't really like "paying" him $8M while he was in the MAJORS, but that's another issue.

Salaries lock at the beginning of the year and you pay them what they lock in for. So yes, gotta pay Santos or AJ the full amount for the year. You can drop them yourself and pay the 50% penalty for the remainder of the year of course, but can't reprice them during the season, sorry.
