Positional eligibility
Player position eligibility is based on two criteria that must be met. Once the following conditions are met, the player's position eligibility will be modified to reflect this.
•Games Played Last Season - A player must have played in a minimum of 20 games in a position to be eligible for that position. The exception is rookies, they will be eligible for the position in which they begin the season.
•Games Played in the Current Season - Once a player has played 10 games in a position during the regular season they will have that position added to their eligibility. This means that they will become eligible for the new position beginning on the eleventh game in that position. These games do not need to be contiguous.
Activity
TPB Dynasty League is a very active league. It is expected that all managers maintain a certain level of activity. Out of respect to the league and all of its members it is best to make a small post letting the league know of your absence and generically why (eg. vacation, work, illness or any other reason). If no post is made with a reason given and it’s noticed that you’ve been absent from Proboards or ESPN for a noticeable amount of time the League Administrators will attempt to contact you. If multiple attempts fail in contacting you an immediate decision will be made to replace you as a manager.

2.Rosters
A roster is composed of 31 spots with a 5 slot Disabled List on Proboards and 3 slot Disabled List on ESPN. You may only have 31 healthy players on your roster during the regular season. You can only use 5 Disabled List slots.
3.Contracts & Free Agents
3.1) Most free agent players or prospects can be bid on as long as they’re under contract with a MLB Team.
3.2) The only players who cannot be bid on or claimed who are under contract with a MLB team, are players who are drafted in the MLB June (Rule 4) Amateur Draft. Those players will be drafted in our TPB Amateur Draft which commences on the first Sunday of November.
3.3) The minimum bid for a MLB Player or prospect free agent is 500k. The next bid can be 1m or higher, but every bid after the initial 1m must be a minimum of a 1m bid.
3.4) A free agent with less than 125 career AB’s or 50 career IP in the majors can be claimed without submitting a bid.
3.5) If you bid on a free agent and your bid exceeds the amount you have in cap space, you must conditionally drop a player that allows you to make a proper bid and have enough cap space to own that player.
3.6) A maximum of two unbidded claims on prospects or MLB players with less than 125 career PA’s or 50 career IP can be made between 12:00AM EST & 11:59PM EST per day. (eg.You could make two claims at 11:58 & 11:59PM EST and two more claims at 12:01 & 12:02AM EST the following day and be well within the rules.)
3.7) There is no limit when you are bidding on players.
3.8) If you own a player who is a MLB free agent and the player doesn't sign with a team, the player will continue on with the contract he had the previous year before becoming a free agent.

4. Releasing a Player
4.1) When releasing a player you must post the release in this thread. tripleplaybaseball.proboards.com/board/16/releasing-players
When releasing a player you must post the player's first and last name in the Title and Body of the post.
4.2) When releasing a player with a contract of $2m and greater during the Regular Season, you will incur a 50% penalty on the salary rounded down until the end of that real MLB Regular Season. Once the real MLB Regular Season schedule is completed the 50% penalty will disappear and you are no longer responsible for any of that player's salary. A $2m & $3m salary will incur a $1m penalty, a $4 & $5m salary will incur a $2m penalty and so on.
4.3) If you release a player after the real MLB Regular Season has ended you will incur a 50% penalty until the end of the next real MLB Regular Season. However, an owner may drop any player in the offseason with no penalty incurred provided that the player has been owned (not a free agent) for a full MLB season. Players acquired through free agency during the previous season, even if they were not acquired by the owner making the drop (i.e. won by a different owner and then traded), will still hold the penalty for dropping (1/2 the previous year's salary). Rule Update (1/10/13) This rule will go into effect at the beginning of the 2013 season:
4.4) If a player is known to be retiring prior to the end of the Regular Season and is on an MLB or a TPB contract the same rules apply for release and penalty as noted in section 4.2 & 4.3.
4.5) If a manager releases a player, the player becomes a free agent. If the player in question is not bid on or claimed within one week of becoming a free agent, the last owner of the player can bid or claim that player. The claiming manager would still be responsible for the 50% penalty when the player was originally released until the end of the Regular Season. If Manager (B) bids on and wins the player and then releases the player within a week. The Manager who owned the player before Manager (B) can bid on the now free agent because the non-ownership timeline of one week was broken and the week waiting period only now would exist for Manager (B).

5.TPB Amateur Draft
5.1) The TPB Amateur Draft is an annual 10 round draft that commences the first Sunday of November.
5.2) Each team receives 10 picks following the completion of the previous year draft.
5.3) Draft picks can be traded at any time. Draft picks for the following years draft can be traded at the earliest during the previous years draft (eg. 2015 picks can be traded during the 2014 draft). In order for a 2015 pick to be traded during the 2014 draft, the other manager you are trading with at the conclusion of the previous year’s draft and while the draft is occurring.
5.4) Even though it’s a 10 round draft, a manager can have and use up to a maximum of 13 picks.
5.5) The only players eligible to be drafted in the TPB Amateur draft are players who were drafted and signed with a MLB team from the same years real MLB Rule 4 Draft. Any unsigned players from the real MLB June draft are ineligible to be drafted. Any unowned players from previous drafts are also ineligible to be selected in the TPB draft.
5.6) Prior to the TPB Amateur Draft or any time during the draft any manager may opt out of participating in the draft. They must also post or send a message to an Administrator that they will not be participating in drafting. From that point forward in the draft any pick that goes on the clock from a non-participating manager will be auto-selected as soon as possible. The auto-selected pick will be the earliest drafted and signed player from that years MLB Rule 4 draft, but not yet selected in the TPB draft.
5.7) Each manager is given an exclusive 24 hour window to make their selection, following the selection of a player or expiration of their 24 hour clock. If a manger’s exclusive 24 hour window expires, that manager can still select a prospect, but other manager’s who follow would be on the clock as well and could select a player.
If you own more than 13 picks and the extra pick shows up on the clock, the draft window expires immediately, and the following pick is on the clock. For any subsequent picks you own the same will apply.
6.Disabled List
6.1) The Maxium amount of players permitted to be on your DL is 5. You can maintain 5 DL players on your Proboards roster and there are 3 DL slots on your ESPN roster.
6.2) You may not exceed 36 rostered players during the off season
6.3) The Disabled List restrictions do not apply to rosters in the off season. Since most, if not all MLB players are removed from the DL, although some injured players will have their real MLB DL designation
7.Trading
7.1) Every trade in TPB must be posted in the “Reviewed Trades” Board. tripleplaybaseball.proboards.com/board/22/reviewed-trades
The trade must initially be posted by one of the managers involved, detailing the overall trade and and his/her rationale for wanting to do the trade. Any players or prospects who have a salary for the current or future years must be detailed in the trade. The other manager(s) involved in the trade must ensure the trade is accurate and accept or confirm the trade as it is posted. When all of the managers involved in the trade have confirmed the details of the trade and given their detailed rationale. The trade will then go through the process of being approved, or scrutinized and vetoed by the Trade Review Council. The trade must receive 3 votes of approval or 3 votes of veto.
(Note) When submitting your trade it is best to give the totality of your thoughts on the trade in the description. It will give the TRC a clearer snap shot of why the trade is happening.
When a trade has been posted and confirmed by the managers involved. You must wait to process the trade on your Proboards Team Page or your ESPN page until the TRC has voted 3 approvals.
8.Promotions & Demotions
8.1) You must post every promotion and demotion here:
“Roster Transactions” > “Call Up/Send Down”
8.2) When you promote or demote a players or players, the Player’s Name, MLB Team Name or Abbreviation should be in the Title and the Body of the post. In the body of the post you must post what team you control and what roster the player is being promoted or demoted to. You must also note if an option is being used in the move. You must then record the option number beside the player on your Team Roster Page.
8.3) A player who is demoted from a TPB Manager’s MLB team to the 60 man farm will incur an option. Each player has 3 options they can incur.
8.4) A player who amassed 50+ MLB IP or 125+ MLB AB’s in the current and previous season cannot be demoted to the 60 man farm.
8.5) A player who is on a TPB manager’s 60 man farm and meets or exceeds the 50+ MLB IP or 125+ MLB AB’s must be promoted from the 60 man farm before the next MLB season begins.
8.6) An IFA cannot be demoted to or remain on the IFA Roster if that player is playing at the level of minor leagues of High A ball
9.International Free Agents
9.1) Every team has a 10 man IFA Roster, separate from your 60 man Roster. IFA’s can also be placed on your 60 man roster.
9.2) This only relates to International Free Agents but does not include Cuban/Japanese/Korean players. Where there is doubt a ruling will be made by either, Steve , Tim or myself as to whether the player fits into this model.
9.3) Every January 1st a new pool of money will be issued to each team. The amount of money given to each team is based on the previous year TPB Winning Percentage order. The team with the worst Winning Percentage in TPB gets the most IFA money and the team with the best Winning Percentage gets the least amount.
9.4)Each yearly amount of IFA pool money is good for 2 calendar years. In this inaugural year (2014) the pool money we were given expires and disappears midnight December 31st, 2015. The 2015 pool money will be usable until midnight December 31st, 2016.
9.5) This allowance is separate from your salary cap. The players will be put on a new IFA roster which will have a max of 10 slots. Player eligibility for this roster will be the same as MILB roster only that they MUST have been an IFA bid to qualify for this roster. Once the player reaches Hi-A or higher, he must be removed from the IFA roster. Players who still have TPB contracts may be placed on the IFA roster. Their salaries still count against your cap, but they may be bought out using IFA allotment (see note 10).
9.6) For a player to be bid on, the first bidder must include a link to a reputable source confirming that the player has signed. Steve, Tim or I will be the judges on whether the player has signed and one of us will post confirmation of signing. A player that’s been signed by a MLB team for one year or longer does not require a bid and can be a straight claim.
9.7) Your allowance can be spent at any time during the year. Whilst most kids sign within 10 days of the opening of the July 2 period, some don’t turn 16 for up to 6 months so they can be bid on when they sign.
9.8) You cannot have more active bids than your allowance. For example, my allowance for 2014 is $4.8M. I cannot be the leading bidder with more than $4.8M in bids. Ignorance is not acceptable, manage your money or you will be disqualified from bidding on the players you have current bids on if you exceed your allowance.
9.9) Bidding can be done in minimum increments of $100K.
9.10) IFA allowance can be traded, also in increments as small as $100K.
9.11) Previous IFA contract can be bought out by this new money. For example, Baltimore Orioles has Elier Hernandez (OF/KC) on his roster at $5M. If he wishes he can use $5M on his new allowance to buy out that old contract and bring the status of Elier Hernandez to that of a player he drafted (ie: no salary cap implication).
9.12) Any IFA who is released and had a winning bid of 2m or greater where TPB money was used, prior to the implementation of the IFA bonus pool, must be re-bid on using cap money. If the IFA was bid and won for 1m then a bid is not required.

10.Playoffs
PLAYOFF SEEDING AND TIEBREAKERS
When your league converts into playoff mode the system automatically generates a seed for each team in the league based on the regular season results. The seeds determine where the system places each team in the playoffs. The primary factors which determine seeds are: 1. Division Winner(s)
2. Winning Percentage In the event that two or more teams have the same winning percentage at the conclusion of the regular season, and have played the same number of head-to-head games between them, the following tiebreaking system determines the seed: 1 - Overall record *

3 - Division record
4 - Coin Flip * NOTE: Overall record is based on winning percentage. Therefore, a team that has more losses than another team might have the same winning percentage.
In the event that two or more teams have the same winning percentage at the conclusion of the regular season, and have NOT played the same number of head-to-head games between them, the following tiebreaking system determines seed:

SCORING DURING THE PLAYOFFS
Scoring during the playoffs works much the same way as during the regular season, with the object to win as many categories as possible. The big difference is that each playoff round lasts two weeks, not one week (as during the regular season). As such the Games Started Limits are increased and you get two full weeks to accumulate stats in each stat category. By winning 6 or more of the 10 categories during each playoff matchup you'll guarantee yourself a win. In the event that two teams have the same win-loss-tie record at the conclusion of their two-week playoff game, the following tie-breaking system is employed:

Salary Audit
A salary audit of every team in TPB must be done every spring, starting at the conclusion of the Amateur Draft. Six individual managers will be responsible for auditing one Division's teams for the league. It's crucial in checking every player's base salary against what Cot's (http://www.baseballprospectus.com/compensation/cots/) has listed or Baseball-reference.com as a back up to Cot's for the player's salaries. Each auditing manager must also make sure the combined team salaries do not exceed the manager's salary cap. At the end of the audit a PM must be sent to the League Administrators (Royals, Cardinals & Diamond Backs) explaining any discrepancies. Once an auditing manager has completed their division and submitted their findings they can post that, that particular division is complete.

9.International Free Agents
9.1) Every team has a 10 man IFA Roster, separate from your 60 man Roster. IFA’s can also be placed on your 60 man roster.
9.2) This only relates to International Free Agents but does not include Cuban/Japanese/Korean players. Where there is doubt a ruling will be made by either, Steve , Tim or myself as to whether the player fits into this model.
9.3) Every January 1st a new pool of money will be issued to each team. The amount of money given to each team is based on the previous year TPB Winning Percentage order. The team with the worst Winning Percentage in TPB gets the most IFA money and the team with the best Winning Percentage gets the least amount.
9.4)Each yearly amount of IFA pool money is good for 2 calendar years. In this inaugural year (2014) the pool money we were given expires and disappears midnight December 31st, 2015. The 2015 pool money will be usable until midnight December 31st, 2016.
9.5) This allowance is separate from your salary cap. The players will be put on a new IFA roster which will have a max of 10 slots. Player eligibility for this roster will be the same as MILB roster only that they MUST have been an IFA bid to qualify for this roster. Once the player reaches Hi-A or higher, he must be removed from the IFA roster. Players who still have TPB contracts may be placed on the IFA roster. Their salaries still count against your cap, but they may be bought out using IFA allotment (see note 10).
9.6) For a player to be bid on, the first bidder must include a link to a reputable source confirming that the player has signed. Steve, Tim or I will be the judges on whether the player has signed and one of us will post confirmation of signing. A player that’s been signed by a MLB team for one year or longer does not require a bid and can be a straight claim.
9.7) Your allowance can be spent at any time during the year. Whilst most kids sign within 10 days of the opening of the July 2 period, some don’t turn 16 for up to 6 months so they can be bid on when they sign.
9.8) You cannot have more active bids than your allowance. For example, my allowance for 2014 is $4.8M. I cannot be the leading bidder with more than $4.8M in bids. Ignorance is not acceptable, manage your money or you will be disqualified from bidding on the players you have current bids on if you exceed your allowance.
9.9) Bidding can be done in minimum increments of $100K.
9.10) IFA allowance can be traded, also in increments as small as $100K.
9.11) Previous IFA contract can be bought out by this new money. For example, Baltimore Orioles has Elier Hernandez (OF/KC) on his roster at $5M. If he wishes he can use $5M on his new allowance to buy out that old contract and bring the status of Elier Hernandez to that of a player he drafted (ie: no salary cap implication).
9.12) Any IFA who is released and had a winning bid of 2m or greater where TPB money was used, prior to the implementation of the IFA bonus pool, must be re-bid on using cap money. If the IFA was bid and won for 1m then a bid is not required.

10.Playoffs
PLAYOFF SEEDING AND TIEBREAKERS
When your league converts into playoff mode the system automatically generates a seed for each team in the league based on the regular season results. The seeds determine where the system places each team in the playoffs. The primary factors which determine seeds are: 1. Division Winner(s)
2. Winning Percentage In the event that two or more teams have the same winning percentage at the conclusion of the regular season, and have played the same number of head-to-head games between them, the following tiebreaking system determines the seed: 1 - Overall record *
2 - Head-to-head record
3 - Division record
4 - Coin Flip * NOTE: Overall record is based on winning percentage. Therefore, a team that has more losses than another team might have the same winning percentage.
In the event that two or more teams have the same winning percentage at the conclusion of the regular season, and have NOT played the same number of head-to-head games between them, the following tiebreaking system determines seed:

2 - Division record
3 - Coin Flip
SCORING DURING THE PLAYOFFS
Scoring during the playoffs works much the same way as during the regular season, with the object to win as many categories as possible. The big difference is that each playoff round lasts two weeks, not one week (as during the regular season). As such the Games Started Limits are increased and you get two full weeks to accumulate stats in each stat category. By winning 6 or more of the 10 categories during each playoff matchup you'll guarantee yourself a win. In the event that two teams have the same win-loss-tie record at the conclusion of their two-week playoff game, the following tie-breaking system is employed:

Salary Audit
A salary audit of every team in TPB must be done every spring, starting at the conclusion of the Amateur Draft. Six individual managers will be responsible for auditing one Division's teams for the league. It's crucial in checking every player's base salary against what Cot's (http://www.baseballprospectus.com/compensation/cots/) has listed or Baseball-reference.com as a back up to Cot's for the player's salaries. Each auditing manager must also make sure the combined team salaries do not exceed the manager's salary cap. At the end of the audit a PM must be sent to the League Administrators (Royals, Cardinals & Diamond Backs) explaining any discrepancies. Once an auditing manager has completed their division and submitted their findings they can post that, that particular division is complete.
