Is a team obliged to carry a salary for a player who is IRL a Free Agent and on the DL?
I am carrying Henderson Alvarez at $4M, b/c that is what he "earned" in 2016. Right now, he is a FA, without a contract and, really, unlikely to sign a deal this season due to his shoulder problems. Do I need to keep him on at $4M or take a $2M penalty if I drop him?

He stays at 4 mil until he signs a new contract.
If you've had him for a full season, which I think you have, there would be no penalty for dropping him.

Once the season starts there would be a penalty for dropping him. Gotta do it in the off-season.

Why do we not have a luxury tax like the real deal?

You cannot trade beyond 175m, and you can't trade cap away that brings you below $110m

Because everyone started equally and people have had to give up something of value to acquire it, so it's not an arbitrary advantage that has to be equalized for the sake of competitiveness.
