What exactly is considered tanking? Can we put it writing to have specific guild lines to go by and make it official.

I don't understand how a losing team benching a player is not okay, but a winning team benching a player to hold on to leads in particular categories is fine.
Teams IRL just can't bench a pitching staff or not play with a particular position on the field.

The better extension questions here is are we imposing penalties for tanking? Do people really care if someone else is tanking? I'd like to use as many of my roster spots as possible for prospects, if we're being completely honest. I've got enough graduated prospects to hit the marks at some point but if one of my starters get hurt do I have to trade value for a shitty SP who gets innings because of league "integrity" or whatever wording I was told on the chat?

I guess the real question is : do we want to make deliberately losing ok within our league ?
If the answer is yes, I don't mind. I'm never planning on tanking and never planning on having a top 3 pick where it would matter if someone is deliberately losing to get a better pick than me.
I don't mean to sound all high and mighty but I do personally have problem with someone deliberately losing to get a better draft pick. Considering all the complaints when Marlins made no effort to field a team, I assumed you all felt the same way. If that opinion has changed and you are happy as a collective then I don't mind the majority ruling.
The key here is that I have only seen the opinions of five or so owners, we would need a poll and I would want at least 25 owners to vote so that we have a true opinion from the full majority if we are going to allow deliberately losing to get a better draft pick.
With all due respect to J and his comments above, I think the truth here is that you deliberately manipulated your team by benching able MLB players in two of the last three rounds to get a better pick. Now, I know that you weren't the only one but that's a different issue to fielding a team full of prospects.

My question and point is this: if I would've dropped my shitty RPs with 3 weeks left in the season, would anyone have been so up in the air about it? That's where we have to have a rule on "tanking" and I think not meeting minimums is a real slippery slope.

To put my two cents in, I am all for putting something in place to be against tanking. While I've been in rebuild mode going on 3 seasons now, I feel like I've done a good job of trying to put some assemblance of a team together.
I want to point out that I think there should be a clear distinction between purposely not meeting the minimums every week and then having to deal with injuries or some players being moved between Triple A and the bigs IRL. Which I know has cost me from reaching the minimums in the past.
Unfortunately, I don't know how you can prove someone is purposely tanking when ideally I would want each owner to have the option to sit a starter against a bad matchup if they saw fit. The solution may be to just move the minimums back to 15 innings or so. With such low minimums it should be no problem hitting them and still allowing a manager to pull a starter from a start due to the matchup or whatever.
