I must admit I don't get most of that "treated as ..." stuff. When he signs it will say whether it is counted against their IFA Pool or not, that will be the deciding factor.

It's counting against the IFA pool in MLB. I know this because the Cubs cannot sign him if he goes for over 300K.

I tend to agree with you...not sure if that's good or bad.
If this is going to be a new trend it could make things more interesting. I don't have the knowledge some of you have but isn't this the first amateur to come out of Cuba, at least with their consent?

Yeah it's a weird situation where they actually let him leave legally. He's counting against the international bonus pool in MLB, so should be IFA here.

Only issue I have with this is from reading about the guy is many think that he would contend as the number 1 pick if he were in the draft.

With the rules in place, he would be bid on with IFA money, but it's a tricky situation since he might gets 40 million dollar contract.

I feel like the best solution might be to have this guy be bid on with tpb dollars, but can be bought out with IFA or maybe wait till the next bonus pool of dollars is given to everyone. I think this guy might need to be a exception.

I think this guy might need to be a exception. I don't see how this is an issue at all. He's bid on with IFA dollars and then you get stuck with his MLB contract when he signs that.....just like every other IFA except on a reduced timeline.

from what I read, he should fall under IFA but I'd like to wait until he signs and see.
As for waiting until next bonus pool dollars are given out, sorry but no. Those who have kept a stash of $$$ may get a bargain here due to lack of competition. Bidding starts as soon as he signs as per normal.
