Just posting to get this started and have ideas put together. Even if we implement them next year we can get them voted on and discuss on them now.
Couple I know we talked about were:

Implement a 2 round IFA draft for the 2024 season, no IFA money will be dispersed at the end of the 2023 Reg. Season and all remaining IFA monies will be converted to cap. IFA picks can be traded.

On the surface that sounds tenable. There have been 66 signings of 2023 J-15 prospects in TPB over the past 40 days. 12 of which were not recognized by Fangraphs, BA or MLB.com on their Int'l lists. I figure 54 recognized prospects brings us almost to 2 full rounds, with a handful of others being drafted by TPB Owners who've maybe found a nugget of info elsewhere on the 12 lacking a ranking or scouting report.

Also have the potential to add IFA players to the FYPD. Would increase the player pool and generally make 1st and 2nd round picks more valuable. Down side is the potential timing issue of having to wait for international signings and not having the ability to focus resources on either international players or draft players.

I am with the others of have IFA a separate draft as when the draft happens more than likely 75% of the guys won’t be eligible to be put in Fantrax like when we ran the draft through it this year. That worked really well. Having it 2 round runs on here like FYPD has done in the past I think works best. If they still signed back in July then I would not have an issue. One thing we would have to decide if a guy starts have a breakout year in the DSL would you be immediately able to claim him? Also the conversion of IFA cap would that be best or does that need to be a combination of like draft picks (IFA or FYPD) be better suited?

IMO, they would all be claimable following the conclusion of the IFA draft or FYPD whatever is voted on. As for conversion of IFA money into cap, or picks for IFA/FYPD draft. I'd be fine with the conversion to either of those options. The conversion amount to different assets would need to be a separate discussion. My concern is there are some Managers in the league who've never participated in IFA signings, thus have never grasped it's value of it when putting it against the assets you've mentioned. Yet over the years have argued it's value in comparison to other assets. Some even going as far to say it's worthless or a diminishing asset because this day we're discussing would come. The odd time I may have rushed a trade where I took less than it's value or received more than it's value. But pretty much stayed true to a consistent number. $4m cap = $12m IFA or Pick #30 in FYPD

This has been discussed but we need to finalize a new rule for Fantrax rosters, specifically in regards to adding a player on Proboards but not on FT.
Ideally, everyone’s PB and FT rosters are identical, but right now there are still players owned on PB but not on FT. Think maintaining an accurate free agent pool on FT is pretty important since that’s where it’s easiest to see if a player’s owned or not.
And then going forward, implement a period of time where a player needs to be added on FT after being picked up on PB, or risk being put back in the free agent pool. Obviously, if a player isn’t actually on FT yet, then that’d be a different story, though those instances aren’t common.
I figure this rule change should apply for this year, but will defer to the execs on that.

I think having the FYPD when it is keeps everyone mostly engaged throughout the offseason for a couple weeks.

I think having the FYPD when it is keeps everyone mostly engaged throughout the offseason for a couple weeks. Agreed. Don’t think it’d make sense to move it. Also wouldn’t be in favor of combining the Rule 4 and IFA Drafts.

While we are discussing rules we should also address the penalty for not meeting minimums. I liked Andrew's idea of losing draft position starting after the first few weeks. We could probably get that rule in there for the 2023 season because it's already a rule we just don't have a penalty set in the rules for it.

If, and only IF we merged IFA into our FYPD, you’d want to see the IFA signing period before our draft or we’d essentially be drafting IFA a year behind. That said, my preference would be a separate IFA draft.

Keep the rule 4 where it is. Separate spring draft for internationals

I can see a big discussion coming on the IFA to cap conversion.

Just because it gained some traction on the chat:
- Eliminating the IFA roster and making the 60-man roster either 70 or 75.
- There was also a mention of eliminating the rookie roster as well, and the 60-man would balloon to a number beyond 75.
Personally, I think option 1 makes more sense. Dissolving the IFA roster would make things less complicated. I would not be in favor of eliminating the rookie roster, however.
